Welcome to the Fiscal Control and Internal Auditing Act (FCIAA) Training Portal
All State agencies per the Fiscal Control and Internal Auditing Act 30 ILCS 10 are required to file their FCIAA certification by May 1. The objective of this training is to help you understand and be better prepared to comply with your Agency's annual FCIAA filing. This training does not offer Continuing Professional Education (CPE) credit, however CMS Bureau of Internal Audit has CPE training opportunities for which State of Illinois employees can register at https://www2.illinois.gov/cms/About/Bureaus/Pages/BIA.aspx.
State Agency Employees will be able to access the training below with their Illinois or trusted domain username that they use for mandatory training.
NOTE: If you are an employee of a state university or other executive office who does not have an Illinois.gov, SPS or External account, please follow the instructions at https://www2.illinois.gov/sites/doit/support/Pages/DoITIdentityManagement.aspx to create an account to access training.
Registration for Illinois.gov will ask for a driver's license. This is to verify your identity and protect the Illinois.gov domain. This information is verified on the Secretary of State system and is not retained on Illinois.gov.
From the list below you will be able to select trainings relevant to you and will receive a certificate upon completion.
Chief Executive Officers
Generally, this training will be useful for the head of the agency, university, legislative body or authority. These would be the people that need to certify for the whole agency annually to the Office of the Auditor General.
Internal Auditors
These are geared to internal audit staff who assist the Agency Head in the certification process.
Line Managers
These are geared to positions such as Deputy Director, Bureau Chief, and Division Head. These are the people that typically certify sections to the Agency Head.
FCIAA Categories
Generally this section contains training that will be helpful for those charged with completing specific sections that are applicable to their areas of work.
Entity Risk Assessment
These trainings are intended for line managers such as Deputy Director and Bureau Chief.
